Defining a 'saved' job

POTENTIAL CHANGES WITH FORM 21-22A - CLAIMANT'S REPRESENTATIVE
Before we address some changes that may impact your application, we need to acknowledge the tragedy that has played out this past week at Fort Hood. There is much sadness attached to this newsletter, and our hearts and prayers for strength go out to these families.
We are starting to see the VA once again try to circumvent families’ abilities to make inquires on applications by refusing to acknowledge Form 21-22a "Claimant's Representative" until a decision has been made on the application and the pension has been awarded.
What that means is that the VA is not going to answer questions to the family member that requested to be appointed Claimant’s Representative while the application is being processed and reviewed. They are only going to acknowledge after a determination has been made.
We have always recommended that you include Form 21-22a with your application rather than the 21-22. The 21-22 assigns a Service Organization as the representative rather than a family member. 21-22 does not allow the family to speak directly to the VA on behalf of the applicant, which means you are forced to deal with the agency that you filed the application with to respond to your request for follow-ups and keeping you in the loop of things.
We are still recommending completing and submitting Form 21-22a, but you need to be aware of the VA's latest antics and they may not cooperate during the review process if you try to call and make an inquiry.
At this time we have only seen this push back on applications being processed in the Philadelphia processing center, but we are concerned that this practice will follow in other centers leaving all family members to be left out of the process with no recourse.
This action is no doubt in response to the number of applications being received for Aid and Attendance, and the VA not wanting to be answerable or deal with the influx of family members demanding answers or updates to the status of an application.
We have it from a reliable source inside the VA that when someone calls the VA to give them ‘a piece of their mind’, that application will often find its way to the bottom of the pile and you can pretty much be assured you will be waiting a year for a determination to be made on the application. An unfair retaliation, but this is also why so many veterans will not speak out for fear of what may happen to their file.
Whenever you correspond with the VA in writing or by phone it is important to try and do so in a non aggressive manner. Understandably when you are desperate for this financial resource and frustrated by the process and countless delays, it is easy to react in anger. Just be aware that the person on the receiving end may have their own way of dealing with you.
Try and just state the facts and express the urgency of the hardship in a way that won't make someone defensive.
Due to the number of these applications involving a fiduciary be assigned due to dementia or Alzheimer’s, we are also seeing delays in Field Agents scheduling appointments for these interviews. This issue is across the board regardless of which processing center is handling the application. At this time we really don't have much in the way of a suggestion to address this. It is apparent that there are more applications than there are VA employees to adequately respond to the demand.
Unfortunately we are also seeing the length of time for a determination on an application to be increasing to an average of 9 months. We urge everyone to contact their Senators and Congressperson and make them aware that this practice is going on and to do something about the injustice.
On a positive note, this past Friday the CBS affiliate in Houston, TX ran a special segment on the challenges being faced in dealing with the VA on all levels. A 91-year old veteran and his son who we were able to help were featured in the segment. We have also been contacted by an agency that provides Home Care services that are willing to work with individuals who need care that are remaining in the home, but cannot afford outside care until the pension is awarded. They are willing to pay for the care in the interim for a veteran or widow who they know will qualify for either the Housebound or A&A level of the pension. For many of you this may be a viable resource while you are waiting. We are glad to see someone stepping up to provide needed services that are willing to wait and are more focused on providing the care while working with the families.

Obama's Pledge: America Will Fulfill Obligations to Veterans

ARLINGTON NATIONAL CEMETERY, Va., Nov. 11, 2009 - America will fulfill its obligation to take care of and value those who have sacrificed for the country, President Barack Obama said here today.
A day after attending a memorial service at Fort Hood, Texas, the president presided over a Veterans Day ceremony here. The Memorial Amphitheater was cold, rainy and wet, yet still packed as people from around the United States gathered to pay respects to veterans for their contributions and sacrifices.
Obama referenced his visit to Fort Hood, where soldiers and their families are coming to terms with a horrific attack that killed 13 and wounded many others.
"Yesterday I visited troops at Fort Hood," the commander-in-chief said. "We gathered in remembrance of those we recently lost. We paid tribute to the lives they led. "There was something that I saw in them, something that I see in the eyes of every soldier and sailor, airman, Marine and Coast Guardsman that I have had the privilege to meet in this country and around the world. And that thing is determination."
Obama said today's servicemembers already deserve a place alongside previous generations' for their courage and the sacrifices that they have made.
"In an era where so many acted only in pursuit of narrow self-interest, they've chosen the opposite," he said. "They chose to serve the cause that is greater than self, many even after they knew they'd be sent into harm's way."
Soldiers, sailors, airmen, Marines and Coast Guardsmen have deployed to serve in distant and difficult places, Obama said.
"They have protected us from danger and they have given others the opportunity for a better life," he said. "So to all of them, to our veterans, to the fallen and to their families, there's no tribute, no commemoration, no praise that can truly match the magnitude of your service and your sacrifice."
The president vowed the country would recognize their services and said that America is going to do right by them. He noted the words of President George Washington who said, "When we assumed the soldier, we did not lay aside the citizen."
American servicemembers continue to contribute to the United States once they are through with service.
"Just as the contributions that our servicemen and women make to this nation don't end when they take off their uniform, neither do our obligations to them," Obama said. "When we fulfill those obligations, we aren't just keeping faith with our veterans; we are keeping faith with the ideals of service and sacrifice upon which this republic was founded."
Obama said the nation has not always acted that way. Vietnam veterans served with great honor, he said, but were met with condemnation and neglect when they returned from war.
"That's something that will never happen again," the president said. "To them and to all who have served in every battle, in every war, we say that it's never too late to say thank you. We honor your service. We are forever grateful. And just as you have not forgotten your missing comrades, neither, ever, will we."
The president said the nation also has an obligation to the families of those who serve, and vowed the country "will not let you down. We will take care of our own."
Obama had a special message to Americans serving around the world. "When your tour ends, when you see our flag, when you touch our soil, you will be home in an America that is forever here for you, just as you've been there for us," he said. "That is my promise – our nation's promise – to you."
National Guard (In Federal Status) and Reserve Activated as of November 10 2009
This week the Navy, Air Force and Coast Guard announced an increase in activated reservists, while the Army and Marine Corps announced a decrease.The net collective result is 468 fewer reservists activated than last week.
At any given time, services may activate some units and individuals while deactivating others, making it possible for these figures to either increase or decrease. The total number currently on active duty from the Army National Guard and Army Reserve is 107,405; Navy Reserve, 6,432; Air National Guard and Air Force Reserve, 13,500; Marine Corps Reserve, 7,931; and the Coast Guard Reserve, 765.This brings the total National Guard and Reserve personnel who have been activated to 136,033, including both units and individual augmentees.
WASHINGTON, Nov. 10, 2009 - In his annual Veterans Day message, Navy Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, notes that gratitude for U.S. military veterans is evident not only in the United States, but also overseas.
Here is the text of the admiral's message:
Since the eleventh hour of the eleventh day of the eleventh month in 1918, our Nation has reverently reflected upon those who selflessly defend America. This day now symbolizes the deep gratitude of citizens for their military: the millions of dedicated Soldiers, Sailors, Marines, Airmen and Coast Guardsmen and their families.
Tangible depictions and memorials to military service exist in cities across our land and even overseas: commemorating Soldiers and Airmen who liberated Europe, Sailors who won the war in the Pacific, Marines who etched their glory in stone at Iwo Jima, and Coast Guardsmen who stand watch over our shores. But the spirit behind such service truly resides in the hearts and souls of our veterans themselves. America could not be more proud of you.
This spirit of service continues to shine in the faces of veterans today. I have seen them this year in my travels around the world and throughout our Nation. We are committed to remembering their service, caring for wounded warriors and their families, and overcoming the challenge of homelessness.
On this day we stop to reflect on the invaluable sacrifice so selflessly given by those who have gone before us. We will never forget them, their families or the freedoms we enjoy today because of their devotion to duty.

WASHINGTON, Nov. 11, 2009 - The Nov. 5 shooting rampage at Fort Hood, Texas, provides a special sense of poignancy to this year's Veterans Day observance, Defense Secretary Robert M. Gates said in his annual message commemorating the holiday.

On this our ninth Veterans Day since the attacks on September 11th, let us take a moment to remember those, past and present, who have served our nation in uniform.
Today we remain a nation at war with hundreds of thousands of men and women deployed far from home. Those serving on the front lines face hardship, danger, and a ruthless and resourceful enemy. Their families keeping vigilant watch for their loved one's return serve and sacrifice as well.
This Veterans Day is especially poignant given the atrocity that took place at Fort Hood, where those who stepped forward to serve were cut down as they were preparing to deploy. The thoughts and prayers of the entire country are with the wounded and the families of the fallen. Our hope is that time will eventually assuage the anguish that this terrible act has caused.
Our nation cannot fully repay the debt owed our veterans and their families, but we can use this opportunity to reflect and remember what these brave Americans have done. David Lloyd George, speaking during the opening months of World War I, the conflict that began this day of remembrance, said: "The stern hand of fate has scourged us to an elevation where we can see the everlasting things that matter for a nation – the great peaks we had forgotten, of Honor, Duty, Patriotism, and clad in glittering white, the towering pinnacle of sacrifice pointing like a rugged finger to Heaven."

WASHINGTON, Nov. 9, 2009 - Deployed and hospitalized service members are expected to make about 120,000 calls home this Veterans Day, and it won't cost them one thin dime.
The Veterans of Foreign Wars organization is once again offering "Free Call Day" through its Operation Uplink program. USAA, which offers financial services to service members, is sponsoring the day of free phoning, which is expected to total some 1 million minutes.
"We are very pleased to join forces with USAA, an association recognized as a devoted friend and advocate of the military community, to offer a special Veterans Day Free Call Day," said Dan Shea, director of the VFW Foundation. "Calling home, even for a few brief minutes, is a tremendous morale boost for our soldiers, sailors, Marines and airmen, and helps families stay connected despite deployments."
Service members can visit one of nearly 900 Internet cafes in Iraq and Afghanistan between midnight and 11:59 p.m. Iraq time to place their free call home. Callers will need a SPAWAR prepaid personal identification number. The PINs can be obtained by visiting the SPAWAR site, http://www.oif.spawareurope.net/index.htm. SPAWAR is a contractor that provides voice-over-Internet phone service for deployed forces.
In other locations where a PIN number has been requested, the free calls also will be available at hospitals and morale, welfare and recreation service centers on bases worldwide. Users will have to make their calls between the same hours Iraqi time, as well.
Internet café managers may have a PIN available for non-account holders to use on Nov. 11 only.
"At USAA ... it is our privilege to support the VFW's Operation Uplink, which gives [service members] an opportunity to hear their loved ones' voices, helping ease the burden of separation that military service often requires," said retired Navy Rear Adm. John Townes, vice president of military affairs for USAA. "As we expand our business to serve many more military veterans, we look forward to additional opportunities to work with the VFW to help those who serve our nation as well as those who have served."
The VFW launched Operation Uplink in 1996. It has contributed more than 105 million minutes of free calling time to U.S. service members. The program works exclusively with DRS Technical Services to provide the Free

History of Veterans Day
1921 - An unknown World War I American soldier was buried in Arlington National Cemetery. Similar ceremonies occurred earlier in England and France, where an unknown soldier was buried in each nation's highest place of honor (in England, Westminster Abbey; in France, the Arc de Triomphe).
These memorial services all took place on November 11, the anniversary of the end of World War I at 11:00 a.m., November 11, 1918 (the 11th hour of the 11th day of the 11th month), which became known as Armistice Day.
1926 - Congress invited all Americans to observe Armistice Day, and then officially made it a national holiday in 1938.
On June 1, 1954, the name was changed to Veterans Day to honor all U.S. Veterans.
1968 - New legislation changed the national commemoration of Veterans Day to the fourth Monday in October. However, it soon became apparent that November 11 was a date of historic significance to many Americans so in 1978 Congress returned the observance to its traditional date.

DEFENDING EUROPE'S RICH CULTURAL AND RELIGIOUS HERITAGE
VATICAN CITY, 11 NOV 2009 (VIS) - In his Wednesday general audience, held this morning in the Paul VI Hall, the Pope focused his remarks on the Order of Cluny, "a monastic movement which had great importance during the Middle Ages", and which "renewed the observance of the Rule of St. Benedict", he said.
The Cluniac Order, the Pope explained, "sought to guarantee the central place that the liturgy must occupy in Christian life". It promoted sacred music, architecture and art, "and improved the liturgical calendar ... because the monks of Cluny were convicted that this meant participating in the liturgy of heaven".
"At the beginning of the twelfth century, the time of its greatest expansion, it had almost 1200 monasteries. ... Soon a fame of sanctity enveloped the monastery of Cluny, and many other monastic communities decided to follow its customs. ... Cluny's success was assured above all by its exalted spirituality".
"The monastery of Cluny and its dependent communities", the Pope went on, "were placed directly under the jurisdiction of the Roman Pontiff. This begot a special bond with the See of Peter and, thanks precisely to the protection and encouragement of the Popes, the ideals of purity and faithfulness, which the Cluniac reform set itself to pursue, were able to spread rapidly. Furthermore, the abbots were elected with no interference from the civil authorities".
Benedict XVI highlighted how "the Cluniac reform had positive effects not only on the purification and revitalisation of monastic life, but also on the life of the universal Church". It "was, indeed, a stimulus to resist two grave evils afflicting the Church in that period: simony - that is, the acquisition of pastoral office by payment - and the immorality of the secular clergy". In this context the Pope also pointed out that "the fruits were not lacking: the celibacy of priests again became respected and practiced, and more transparent procedures were introduced into the process of assigning ecclesiastical office".
He also explained how the monks of Cluny looked after the needy and concerned themselves with education and culture. The Order promoted "the so-called 'truces of God' and the 'peace of God'. In a period deeply marked by violence and the spirit of vendetta, the 'truces of God' ensured long periods of non-belligerence on specific religious feasts and on certain days of the week. The 'peace of God' called, under pain of canonical censure, for defenceless people in holy sites to be respected".
Cluny, said Benedict XVI, "emphasised the primacy of the wealth of the spirit; it maintained the tendency towards the things of God, the primacy of God; it inspired and supported initiatives and institutions for the promotion of human values; it educated people in a spirit of peace".
And he concluded: "Let us pray that all those people who have true humanism and the future of Europe to heart many know how to rediscover, appreciate and defend the rich cultural and religious heritage of those centuries".

APPEAL TO THE INTERNATIONAL COMMUNITY FOR SRI LANKA
VATICAN CITY, 11 NOV 2009 (VIS) - At the end of today's general audience, the Pope remarked upon the current situation in Sri Lanka, six months after the end of the conflict that bloodied the country.
"We note with satisfaction the efforts being made by the authorities over recent weeks, to facilitate the return home of people displaced by the war. I strongly encourage an acceleration in this process and ask all citizens to work towards rapid pacification in full respect for human rights, and towards a just political solution to the challenges still facing the country.
"I trust, moreover, that the international community will strive to meet the humanitarian and economic needs of Sri Lanka, and I raise my prayers to Our Lady of Madhu, that she may continue to watch over that beloved land".

Irineu Andreassa O.F.M., pastor of the parishes of "Sant'Ana" and "Nossa Senhora Aparecida" in the diocese of Marilia, Brazil, as bishop of Lages (area 18,416, population 357,000, Catholics 305,000, priests 54, religious 194), Brazil. The bishop-elect was born in Iacri, Brazil in 1949 and ordained a priest in 1978. He succeeds Bishop Joao Oneres Marchiori, whose resignation from the pastoral care of the same diocese the Holy Father accepted, upon having reached the age limit.

Since Memorial Day weekend 2009, Milwaukee Firefighters have sold 6,500 red t-shirts and raised approximately $37,000 dollars on behalf of Homes for Our Troops to build homes like the one in Eagle, WI being built for SPC Jason Schulz, an HFOT Veteran who lost both his legs in Iraq in 2007.
Red Shirt Fridays is a nationwide effort to bring attention to and show support for our Servicemen and Servicewomen. Milwaukee Firefighters sell the red t-shirts for just $10 at 5 Milwaukee fire stations and online at www.paulconwayshields.com (go to Featured Products on the home page). Their effort speaks volumes about community support and how a small group of individuals can make a huge difference. Homes for Our Troops thanks our Milwaukee Firefighters for their service and for inspiring others to support our troops!
Homes for Our Troops is chosen as the Blue Star Mothers of America President's Project!
After hearing John Gonsalves, HFOT'S President and Founder, speak at the Blue Star Mothers of America National Convention in Boise, Idaho, BSMA National President, Wendy Hoffman of Grand Junction, CO made the decision to name Homes for Our Troops as her President's Project. Founded in Flint, Michigan in 1942, the Blue Star Mothers Organization now has more than 5,000 members and over 200 chapters across the country. Being chosen as the President's Project means that Homes for Our Troops will have "Mom" watching out for her children across the country as they help spread the HFOT mission, allowing more severely injured American heroes to live in barrier-free homes, thereby regaining much of their freedom and independence.
Mr. Gonsalves shared the following thoughts after speaking to those in attendance; "It was an honor and a pleasure to meet the courageous mothers of our military heroes. Their energy was palpable as they offered to volunteer to support our mission. I know with The Blue Star Mothers assistance, we will be able to ensure that each of our Veterans' projects have the care and attention they deserve. Their volunteerism and service to our military members and their families is commendable."

Fall colors are starting to appear here in New England; however across the United States Homes for Our Troops continues to see green.Homes for Our Troops turned over another Energy Star home build by Rainey Homes in Herriman, Utah for SPC Bryant Jacobs.
We also conducted our first Green Volunteer Day where participants painted the Cpl Gonzalez home with Low VOC paint from Benjamin Moore and installing an enviromentally friendly wall covering in the web areas of the home. American Clay Earth Plaster is a practical, environmentally friendly alternative to other wall coverings. Many things in nature hold a negative charge, and humans living close to nature are accustomed to being surrounded by a negative charge in the air, or Negative Ions. These ions are proven to produce positive biochemical reactions in humans. A negative charge in a space acts on our capacity to absorb and utilize oxygen, causing us to have more energy and feel invigorated. This provides new meaning to a refreshing shower and Homes for Our Troops is happy to continue to introduce environmentally sound products that improve the health of the homes we build.

Homes for Our Troops is proud to support the construction of a new Fisher House in West Roxbury, Massachusetts, serving a great need of temporary shelter for our injured Veterans and their families.
The outside of the W. Roxbury home is just about done, the landscaping is going in, the road is being tarred and the lawn will be installed as soon as the exterior lighting goes in. The inside is about 65% complete overall. The appliances for the home will be installed during this month.

DAN HIGGINS Michigan Fundraiser Leader Dan hosted the first fundraiser ever held to benefit Homes for Our Troops in 2004.
Dan, along with his wife Vicki, daughter Danni and many dedicated volunteers, has held his annual event for 6 years, raising nearly $100,000, and through spreading the word about HFOT and representing us at events, he has inspired tens of thousands more in grants and donations made to HFOT.
He is currently rallying Michigan communities to donate labor and materials for the home we are building for SPC Alex Knapp. It is with great admiration and respect that we thank Dan for all of his support. Thank you Dan!
KEVIN BOWNES Kevin Bownes has been volunteering with Homes for Our Troops since March. In every community where we are building a home, Kevin has reached out in a grass roots effort to enlist Street Team members who help spread the word about Homes for Our Troops. Kevin has done a great job in helping to raise awareness for Homes for Our Troops on a national scale. Thank you Kevin!
Cobra Electronics is proud to sponsor Homes for Our Troops and donates a portion of their proceeds from fourth quarter sales at participating travel centers to build or retrofit homes for injured war veterans.
For each purchase of a qualifying Cobra citizens band radio, navigation unit or radar detector, they will donate 5% of their proceeds to Homes for our Troops.
This project start to finish was completed in a HFOT record of 60 days! Sandlin Custom Homes led by Rob Wetli and his dedicated team of trademen and hundreds of volunteers delivered a beautiful home to SPC Brett Wolf and his wife Kelly on October 3rd.
Founder John Gonsalves, said, “As we present the keys to SPC Brett Wolf this project is about service, sacrifice and community...we salute and thank Rob Wetli from Sandlin Custom Homes and all of the professional tradespeople ...and we are grateful to the community of Weathersford, TX for their support.”
The Wolf home is the 4th Texas home and 44th home nationwide built by HFOT.
Gates Discusses Reagan's Role in Fall of Berlin Wall

WASHINGTON, Nov. 11, 2009 - A flexible American strategy based on Ronald Reagan's inflexible belief in liberty was key to the fall of the Berlin Wall, Defense Secretary Robert M. Gates said here yesterday.
The secretary spoke at the Library of Congress at a ceremony commemorating the 20th anniversary of the fall of the Wall. The Reagan Library sponsored the event.
And Gates was in a position to know: he served as the deputy director of intelligence at the CIA, and as deputy National Security Advisor under President George H.W. Bush.
When Ronald Reagan took office in 1981, American influence was low: Iran had humiliated the United States in taking hostages at the embassy in Tehran, the country was in what President Jimmy Carter called a malaise and the Soviet Union looked to match or surpass American military might.
Gates called Reagan "the ultimate Cold Warrior." The new president's first job was to restore America's military strength. "A broad U.S. defense build-up began early in the Reagan administration, with more advanced planes, ships, submarines, combat vehicles and nuclear weapons added to America's arsenal," Gates said during his speech.
And Reagan wasn't afraid to use this new American power. Libya challenged American naval might in the Mediterranean Sea with the "Line of Death" at the Gulf of Sidra. In 1981, Reagan sent two aircraft carriers across the line, and Libyan leader Muammar Qaddafi sent two fighters to challenge the American ships. \
"Big mistake," Gates said. Under Ronald Reagan's new, aggressive rules of engagement, two F-14 Tomcats splashed the two Libyan fighters."
Reagan extended the strategy of containment of the Soviet Union far beyond the primary theater of Europe. The Soviets found themselves being confronted in Africa, Asia and Central and South America, Gates said.
"While countering the Soviets ... had been a common feature of every administration since the end of World War II, under President Reagan this struggle gained new moral energy, purpose and sense of urgency," Gates said.
Reagan believed that the West would triumph over communism in his lifetime, and through his two terms in office he never lost sight of that, the secretary said. On Jun 12, 1987, Reagan stood at the Brandenburg Gate on the western side of the Berlin Wall and issued a challenge to Soviet leader Mikhail Gorbachev.
"Mr. Gobachev, tear down this wall," Reagan said.
Gates said there were some in Reagan's own State Department who didn't want him to say those words, but the president stuck to his guns.
But Reagan was not simply an ideologue. "President Reagan also had the insight, the sense of historical moment, to know when it was time to sheathe the sword, soften the tone and re-engage – even with our most implacable enemy," Gates said.
Reagan's meeting with Soviet Foreign Minister Andrei Gromyko in 1984, was "a turning point," the secretary said. The president followed this with meeting with new Soviet Leader Gorbachev in 1985. And there were items the two sides could negotiate, Gates said.
"He made it clear that we did not value the ICBMs, tanks, or warships in and of themselves. They were negotiable," the secretary said. "No, the West's differences with the East – the democracies' dispute with communism – was, he said, 'not about weapons, but about liberty.'"
Reagan never lost sight of the fact that the Cold War was a struggle of ideas and economic systems at it root. There were treaties with the nation Reagan called "the Evil Empire." Gorbachev and Reagan signed the Intermediate Nuclear Forces Treaty in 1987, banning the use of these missile systems.
When the Berlin Wall fell in 1989, Gates was President George H.W. Bush's deputy national security advisor. He spoke of his wonder at seeing hundreds of thousands of Berliners dancing on the Wall, hacking away pieces of it and knocking down whole sections with bulldozers.
"There were hundreds of thousands of people in the streets and virtually no violence," Gates said. "Within two years, the other Soviet satellites had broken free as well, and again, largely without violence. The effort to reform communism, as suspected, actually ended up sweeping it away. For its foundation was force and terror and without them, communism could not survive."
The world changed when the wall fell 20 years ago, and people are still trying to devise strategies that work in a different, but still dangerous world, the secretary said. "In many ways geopolitics are much more complex than when two nuclear-armed superpowers tested each other," he said.
Still there are lessons to be learned, and first among them is the appeal of freedom – political, economic and spiritual. "And the idea that free men and women of different cultures and countries can, for all the squabbling inherent in democracy, come together to get the big things right, and make the tough decisions to deter aggression and preserve their liberty," Gates said.
Each generation must make this choice, he said. "It is a sad reality that in our time and in the future ... there will be those who seek through violence and crimes to dominate and intimidate others," Gates said. "We saw this on (/11, and we see it today in Afghanistan, where more perseverance, more sacrifice and more patience is required to prevent the terrorists who attacked us from doing so again.
"We see it anywhere nations, movements or strongmen are tempted to believe the United States does not have the will or the means to stand by our friends, to meet our commitments and to defend our way of life," he continued.
President Reagan knew this inherently, Gates said. "Ronald Reagan was a great president who acted and planned, but most importantly, who dreamed and believed," the secretary said. "And he truly accomplished great things."
